Kent Parks is located off Warden Road in Eastchurch on the Isle of Sheppey, Kent. The 30-hectare site is located on the island’s north-east coast, approximately 0.65 km north of Eastchurch village, 4.7 km south-east of Minster, and 7.6 km south-east of Sheerness.

Kent Parks is a unique opportunity to regenerate a network of tired caravan parks into a cohesive, vibrant, landscape-led, sustainable community that balances housing, later living, tourism, and employment.
The proposals will deliver site-wide enhancements and benefits, revitalising the immediate location, Eastchurch and the wider Sheppey area.
The proposal for the re-development of the Kent Parks site offers a solution to some of the challenges facing the Isle of Sheppey by providing housing and later living options, as well as supporting updated tourism accommodation.
The development would also address current concerns that many of the existing caravans are unsuitable and not intended for residential use.
The proposed re-development for the Kent Parks site is based on a £110 million investment.
The emerging proposals for Kent Parks include:
· A residential park home neighbourhood: approximately 420 residential park homes comprising 196 twin and 218 semi-detached, two and three bedroom park home units, plus 6 apartments in a converted existing building, intended for permanent residential use.
· A holiday park: 250 holiday caravan units intended for seasonal leisure use, retained on part of the existing Shurland Dale holiday park, with a 10 month occupation restriction retained.
· An integrated retirement community: 162 retirement apartments with associated leisure facilities for those in later life.
· An assisted living facility: 72 assisted living apartments and associated support, with communal and staff spaces.
· A care home: 68 beds for high dependency residents in receipt of 24 hour care.
· A community hub: Located at the heart of the development, with potential for the following: a shop, social spaces, café, site management facilities, small-scale commercial units, pedestrian zones and courtyards for active uses, a new transport hub with bus stop, EV charging for vehicles and cycles, and active travel connections, plus the necessary amenity and ancillary buildings.
· Areas of landscaping: Including open landscape, play areas, walking routes and space for flora and fauna to flourish, while respecting existing trees.
• Delivery of 600 homes and a significant proportion of affordable housing.
• Provision of an Integrated Retirement Community which will provide a range of appropriate facilities and services.
• Significant economic investment in the area, resulting in regeneration of a brownfield site and direct and indirect economic benefits to an area which is in the 20% most deprived wards in the country
• Job creation during construction and the operational stage. This will include a range of jobs within the care home, assisted living, retirement apartments, community hub, holiday park and park home management.
• A community hub with potential to include a range of services and community focused facilities.
• A new bus service that will service the needs of the community and have wider benefits by improving transport connections within the local area.
• Improved infrastructure (utilities, roads, footpaths) and a landscape and public realm scheme that will make Kent Parks an attractive location to live in and visit within Sheppey.
• There will be positive landscaping and biodiversity impacts with environmental enhancements and landscaping proposals exceeding the 10% legislative requirement.
• A boost to local tourism thanks to new facilities and more sustainable holiday park accommodations.
The initial development will happen over a two-year period and in a phased way.
There will be a Construction Management Plan that will be agreed with the Council and set out measures for managing the construction process including construction traffic.
A planning application is currently being prepared for submission in early 2026.
Depending on the progression of the application, we would anticipate that a decision will be made by late summer 2026.
Yes, a proportion of the park homes will be at an affordable level to rent or buy.
The exact costs will only be known closer to the time of construction.
The affordable housing will be managed by a registered provider and in association with the council. Priority will typically be given to those with a local connection, demonstrated housing need, or who meet other eligibility criteria set out by the council.
The rest of the accommodation on site will be sold or let at market rate through the usual channels and sales process.
